
Phillip (Phil) Cassidy
Managing Director
Phil has a background in Natural Products Chemistry and has an MBA. He has over 35 years of experience in the Agrochemical Industry. He worked for 28 years at a CRO eventually obtaining the position of Senior Director with oversight of animal and plant metabolism, environmental fate, residue chemistry, analytical, mammalian toxicology, microbiology, and compound synthesis. From there he moved to a consulting firm in Washington, DC and for 5 and a half years, he completed registration work on behalf of clients. In his last position before joining WRA/Syntech, he worked for 14 months at an innovation firm where he completed registrations for external and internal clients.

James (Jim) Wagner
Retired
Jim has retired from management of WRA/SynTech. He continues to consult for the company on part time basis.

S.K. (Tim) Theodorakis
Regulatory Manager
Tim is a Regulatory Manager with over 30 years of regulatory and registration experience with crop protection and professional product pesticides. He worked in this capacity at Syngenta Crop Protection, DuPont Crop Protection and most recently with Corteva Agriscience. He earned a bachelor’s of science degree in Biology from North Carolina State University. Tim has expertise in new product registrations, Data Call-Ins, tolerance petition submissions, and product stewardship. He has served in Industry Task Forces (Outdoor Residential Exposure TF and Ag Reentry Exposure TF), RISE Regulatory & Science Committee, Crop Life America, and National Pest Management Association. He has served as a liason on pesticide matters with the US Forestry Service, Armed Forces Pest Management Board, and the US Animal and Plant Health Inspection Service (APHIS).

Julie Kozlowski
Regulatory Associate
Julie is a Regulatory Associate responsible for state registration of pesticides and fertilizers in the US and territories. She also manages STARS®, our proprietary state registration database. She ensures that the STARS database is updated in real time so that clients have ready access to the status of their product registrations in each state. Julie has over 5 years’ experience in the pesticide industry, managing active ingredients on the Federal level and state registrations with the ALSTAR application. She holds a degree in Computer Information Systems from Goldey-Beacom College.

Caroline (Carrie) Nolan
Office Manager
Carrie is the Office Manager, responsible for providing our business accounting. She is also a Regulatory Associate, responsible for EPA establishment registration, production reporting, and fertilizer tonnage compliance. Carrie has a fiscal management background and holds a B.A. in English from the University of Delaware.

Victoria (Kuhnel) Smith
Regulatory Associate – EPA
Victoria is a Regulatory Associate responsible for EPA registration of pesticide products. She holds degrees in Biological Science (BS) from Rowan University and Criminal Science (MS) from Drexel University. Prior to joining WRA, Victoria was a food safety scientist with Hygienia company.

Ogongi
Regulatory Associate – EPA
Ogongi is a Regulatory Associate responsible for preparation and submission to EPA of product registration documents and applications. He holds degrees in Chemistry from the University of Nairobi (BS) and from West Chester University of Pennsylvania (MS). Prior to joining WRA, he held positions with knoell USA company and Wolters Kluwer Health.

Annette Marine
Regulatory Assistant
Annette is a Regulatory Assistant with responsibilities in the areas of EPA pesticide registration submissions (labeling, applications, and CDX electronic submissisons) and State registration of pesticide and fertilizer products. She earned a bachelor’s of science degree in Business Management from Wilmington University, Wilmington, Delaware. Annette has over 30 years experience working as a marketing program specialist and as a regulatory assistant with DuPont Crop Protection and most recently with Corteva Agriscience.

Stephanie Herring
Regulatory Assistant
Stephanie is a Regulatory Associate responsible for EPA registration of pesticide products. She holds degrees in Botany (BS) and Plant Pathology (MS) from North Carolina State University. Prior to joining WRA, Stephanie worked at FMC Corporation conducting laboratory and greenhouse research for the evaluation of fungicide, nematicide and biological products.

Edward (Ed) Hearn
Regulatory Assistant
Ed is a Regulatory Assistant and provides support for EPA product registration submissions and amendments. He prepares product labeling for new product submissions to EPA and does compliance reviews prior to final label printing. Ed holds a BS degree in biology from the University of Delaware. Prior to joining WRA, Ed worked at Knoell USA in worldwide registration services.

Stefanie Garufi
Regulatory Assistant
Stefanie is a Regulatory Associate responsible for EPA registration of pesticide products. She holds a degree in Biochemistry from Rowan University. Prior to joining WRA, Stefanie worked in pesticide formulation research and development at DuPont Crop Protection and at Croda (Crop Protection).
